A September report on the protection of European electricity infrastructure returns attention to the risks surrounding critical grid facilities. The most useful preparedness question is how long essential services would remain impaired after a serious disruption.
This commentary considers the situation using information available by 6 September. It does not assume an attack will occur or attribute responsibility for hypothetical incidents. The argument is about a capability Europe can assess now: the ability to maintain essential functions and restore service under difficult conditions.
Start with the service
A power system supports hospitals, water supply, communications, transport and ordinary economic activity. Their dependence differs in timing and consequence. Some functions need uninterrupted support; others can adapt for a limited period. Preparedness should begin with those requirements rather than a uniform list of assets.
This is a high-level continuity principle, not a request to publish sensitive vulnerabilities. Authorities can identify essential service standards and verify that plans exist without disclosing details that could facilitate disruption. Accountability and protection should be designed together.
An asset-focused inspection may confirm that physical safeguards are in place. A service-focused exercise asks whether the organisations relying on that asset understand what they would do if it became unavailable. Both are necessary, but the second is often less visible and easier to neglect.
Institutions have their own clock
The duration of an interruption can depend on decisions as well as technical work. Who confirms the situation? Who coordinates operators and public services? Who can authorise exceptional arrangements? A plan with unclear responsibilities may lose valuable time before the practical response is fully organised.
Those questions should be settled through ordinary governance before an emergency. Named responsibilities, contact arrangements and tested procedures are inexpensive compared with the consequences of confusion. They need updating as organisations and personnel change.
A written plan is not sufficient evidence. Exercises should test whether decisions can be made under realistic uncertainty and whether participants share the same understanding. A rehearsal that merely follows a prepared script may demonstrate familiarity without revealing weaknesses.
Mutual aid before the peak
Regional cooperation can provide access to expertise and resources that individual operators cannot maintain economically alone. Its value depends on availability, transport, compatibility and agreed priority when several requests arrive.
A mutual-assistance arrangement should explain how essential needs are assessed and how costs are shared. Without those rules, a promise of solidarity can become a negotiation at the moment when time matters most. Political goodwill is valuable but should be supported by operationally credible agreements.
The objective is not unlimited reserve capacity. Authorities should compare the cost of different arrangements and assess which combination provides useful continuity across plausible scenarios. Insurance should be proportionate, maintained and tested rather than accumulated without a clear purpose.
Local authorities are part of the grid
Municipalities and essential-service providers may not have the specialist teams available to large network operators. They still need to understand their responsibilities and the assumptions on which their continuity plans depend.
Shared expertise, standard guidance and exercises involving local institutions can reduce that gap. The approach should focus on practical readiness rather than the production of increasingly elaborate documents. A short plan understood by those who must use it can be more valuable than a comprehensive file that no one has tested.
Vulnerable people also need consideration. Public communication and assistance arrangements should account for users who cannot easily adapt or access information. Preparedness measured only through the experience of technically confident, mobile households will miss important needs.
Communication keeps trust
In an incident, authorities may know that a service is disrupted before they know why or how long restoration will take. They should explain those distinctions honestly. Premature certainty can damage trust when later information changes the assessment.
Regular updates should focus on verified information, practical guidance and the next point at which more detail is expected. Sensitive methods need not be disclosed. The aim is to reduce avoidable confusion without claiming an understanding that officials do not yet have.
Attribution should remain an evidence-based process. It must not delay necessary restoration, and the urgency of restoration should not be used to justify speculative public accusations. These activities have different standards and should be coordinated without being conflated.
The mundane financing question
Preparedness often requires recurring expenditure on maintenance, training and availability. These costs are less politically attractive than a new infrastructure announcement. Yet a reserve or plan loses value if it is not maintained over time.
Regulators and public budgets need a transparent way to recognise the insurance value of readiness. The test should compare the cost with the essential service protected and the alternatives available. A security label should not exempt a proposal from scrutiny, but ordinary utilisation measures may undervalue a capability designed for exceptional conditions.
Funding should also address shared benefits. A local investment may protect functions used beyond the locality. Where that is the case, a purely local budget can underprovide readiness. Common support should be linked to verified standards and participation in shared arrangements.
The alarm argument
Some officials may worry that discussing restoration risks frightens people or advertises weakness. Careless detail and dramatic speculation can certainly be harmful. A disciplined discussion of preparedness can have the opposite effect.
Citizens do not need a catalogue of vulnerabilities. They need confidence that responsibilities are assigned, plans are tested and essential needs are considered. Reporting at that level can support trust without revealing operational information.
Silence is not a complete security strategy. If a disruption occurs after repeated vague assurances, the loss of confidence can be greater. A measured explanation of preparation is more credible than a promise that an interconnected system can never experience a serious interruption.
Prevention still matters
Prevention remains indispensable. Reducing the likelihood of disruption and maintaining accountability are central security functions. But prevention cannot guarantee that every technical failure, extreme event or hostile act will be avoided.
Restoration capacity is therefore a complement, not a concession. It limits consequences when other safeguards fail. The same capability can be useful across several causes of disruption, making it a potentially efficient investment even when the probability of a particular threat is uncertain.
The balance should be assessed through service outcomes. Spending that visibly strengthens one asset may be less useful than improving continuity across several essential functions. A complete strategy compares those options rather than treating the most conspicuous measure as automatically the most valuable.
What can be checked now
Authorities can verify that essential-service plans are current, that responsibilities are understood and that mutual-assistance arrangements have been exercised. They can examine whether maintenance and training commitments are funded and whether communication procedures work across institutional boundaries.
The review should record unresolved issues and assign responsibility for follow-up. An exercise that identifies a weakness but leaves no owner or timetable has produced information without improvement. Preparedness depends on closing that loop.
There should also be a mechanism for learning from ordinary disruptions. Routine incidents can reveal coordination or communication problems before a more serious event occurs. Treating them as opportunities for institutional learning can strengthen resilience without relying on dramatic threat scenarios.
The handover between organisations
A useful exercise would focus on the moment responsibility passes from one institution to another. An operator may understand the technical situation while a municipality manages public communication and an essential-service provider decides how to maintain continuity. If their assumptions differ, each can act competently within its own role while the combined response remains confused.
The exercise should test whether participants share a consistent account of what is known, what decision is required and who has authority to make it. It should include uncertainty rather than provide every actor with a complete script. The objective is to expose coordination problems, not to rehearse a public demonstration of confidence.
Follow-up should distinguish a missing resource from a missing agreement. The first may require funding or procurement; the second may be resolved through clearer responsibilities. Treating every weakness as a demand for equipment can leave the institutional problem untouched.
Results can be reported publicly at the level of completed actions and standards met, while operational details remain protected. This would allow citizens to see that preparation has produced improvements without publishing vulnerabilities. The most useful assurance before winter is not that an exercise took place. It is that the weaknesses it identified have an owner, a timetable and a verified response.
These reviews should include routine staff changes and supplier transitions. Preparedness can weaken gradually when knowledge or responsibility moves between organisations, even though no single event appears significant enough to trigger a formal reassessment.
Europe should enter winter with a more useful measure of security than the number of guarded facilities or reassuring statements. The relevant question is whether essential services can continue and whether restoration can be organised quickly, lawfully and competently. That is a standard governments and operators can work towards now, without pretending to know the next incident's cause or date.
